First you will want to check on the volts setting at connector C-315. You'll put one of the meter's leads to a good ground, the other lead you're going to be touching to pin # 16 which is the yellow wire that sends power to the blower motor.
You're going to want to leave everything plugged in and just use a t-pin or paperclip or something to back-probe the connector, basically just something that can slip inside the slot with the wire and reach into the connector to make contact with the metal pin sleeve. Let me know what you get.

Found the problem. Thanks to our diagram I found out what relay was to the blower motor since it's not labeled in the owners manual or anything. It was bad I swapped it with one that I knew was good and Wala it worked. Thank you so much for your help. If you were closer I'd buy you a beer.

When you said you had no voltage at pin 16, my next step was: ok, now remove the relay labeled # 303 on the ETACS and swap in a known good one and see what happens...But you already beat me to it... lol.
Just glad I was able to help ya out, even if it was only indirectly by sourcing pics
