60' is about driving skill,track prep,suspension setting(Stock work fine),power have not too much to do with.The more power you have,the more harder to launch properly.A guy on EVOM pulled 1.6 60' and run 12.8@~107MPH(forgot,this is a ballpark).

Pull the plug on the launch limiter, rev it to 6K and slip. Thats how I do it as I have no 2 step inbedded in my flash.
