Drop Advan tyre pressure to around 25psi all around, raise two-step to 6k (based on what clutch you're on and how much you spin/bog) and run 100% meth instead of 50/50 mix. At 29psi you should be trapping near 118-119. Your first run was good for a 12.0 if you could cut your 60' down to around a 1.6.

ps. what are your afr? timing?

I am on ACT 6puck clutch. my afr is 12.2 across the board. will running 100 % meth change my afr alot? also does it mean i can add more timing ? Next i will drop tire pressure to 25psi

You should be trapping higher than 113 with your mods on your evo9.
Did you log any data on your runs ? Maybe your pulling timing up top.
Do you have an MR?
What rpms are you shifting at?

Stock rev limit is at 7600. Did you set it lower to 7500?
You stated your self-tuned but I see you have Kuniiizzzeee Dial-in.

Play around with tire pressures. All season tires usually hook up better since the sidewalls allow them to flex more than summer tires.
Cut a lower 1.7x or even a high 1.6x and you'll be knocking at 11's.

yeah i have pump gas tune from Kunel. when i got the Meth kit i was learning the ecuflash stuff so started tuning my own car. I did drop my rev limit because i wasn't planing on shifting any higher then 7500rpm. i did log one of my runs but don't remember which run it was. i have a video if that helps. http://www.youtube.com/watch?v=3Y4TP7MRO8Y
yes i do have an MR with the six speed does that make a different .

You're running a bit lean IMHO; yes it'll affect your afr noticeably now if you toss in 100% meth.

1.) Richen it up to 11.8-12.0 with 100% meth and bump timing, (on your IX you should be able to run ~18 degrees at 30psi.

2.) For sure you will need to raise your limiter because with the IX/6speed gearing you'll be bouncing off the limiter prior to crossing the 1320 marker.

3.) Drop tyre pressure and play with the two-step to find the sweet spot between bogging and spinning; try between 5750-6200rpms.

your not gonna see that much of an increase from 50/50 to 100% meth....
id just keep it at 50/50 and work on your driving...

Here are some pointers. Immediately stop trying to make more hp or adjust the setup. Your car could have run an 11.9 with better driving. You're probably going to break something trying too hard when you just need some more practice.

I get the feeling wartalon would agree..
