Install Notepad++. It's the Notepad that Windows should have shipped with in the first place. It gives a visual display of line number, and does syntax highlighting (so the colors go screwy when you have a mistake in an XML document, for example).
To your specific problem: like 464 is probably very close to the end of the file. You probably just have one screwed up XML tag somewhere (forgot a closing tag, made a typo on a tag, or pasted a set of tags in the wrong place, that kind of thing).

can someone please direct me to the page where it's explained how valet works? i'd LOVE to use this as an additional anti-theft feature.
i just can't find how to enable/disable/test.

Not sure there is an exact page for the valet, but the enable is in the Tephra mods table on the ROM. To test, set the valet RPM to 1500 or 2000 then start the car and try to rev past. SHould stop at your set rev.
i can do that... but then how do i turn it OFF? it's automatically on each time the car is started. correct?

Valet mode shouldn't be automatically on unless the Enable Auto-Valet on Fresh Ignition is enabled in the TephraMod Options.

Did a little searching but haven't seen anyone else experience this. I have my alt-map setup for when I run e85. Whenever I'm on my alt-map and get a certain amount of load I start hearing a ticking noise from under the dash. It sounds like sticking a piece of paper in moving fan blades. Anyone have any ideas? The car is running fine as far as I can tell and nothing abnormal can be found on logs.

be sure all boxes under the "allowed" section are checked. you may need to check the "full control" box.
now you can edit the file. i have to do this pretty much EVERY time i try to edit a rom file. it's annoying.

i try to copy and paste the info from the v5 to the 0015 rom id and it wont let me save it. keeps telling me to make sure the name and path is right or something.

I have problem after flashing from 98640014 evo 7 to 90550001 ralliart tephra rom,the car do like a fuel cut and fall down on it's face at 5500 rpm when i hit 100%,i've raised the stat rev limiter and i still have the same bug,flashed to stock then back to tephra still the same problem,what shall i do to fix this ?

-my car is jdm evo 7 comes from japan,stock rom is 98640014
-i flashed it with tephra 90550001,runs fine no CEL,the car can runs till 6000 rpm but only on light throttle,when i hit full throttle 100%(wot),the car makes like a fuel cut and fall down on it's face,and this usually happens on 5500 rpm
-for example wot at 3000 rpm it runs till 5500 rpm and suddenly it cut off and stops,
-light throttle till 6000-6500 rpm it goes fine no cut off ,when i hit full throttle it cuts off,
-i raised the stat rev limiter to 8000 rpm after rev limiter and same problem.
-and some times CEL blinks just before it cut off. and sometimes on light throttle for no reason.

sounds like boost cut - have you copied your boost limit table from 98640014 to 90550001?
that or NLTS - try disabling that next
CEL blinking is knock - you might want to check the logs
