The tradeoff is that the Green feels a little more lazy coming up to the powerband, but once inside the powerband, transient response is on-par with the BBK.
Did you ever think about trying the FP HTA cover for the BBK as a mitigation for the surge issue? There are a couple posts that suggest it does the trick. I've not seen any before / after testing though, just anecdotal prose.

Also interested in the boost levels where surging became an issue? I ask as I just purchased a BBK-Full with both covers and want to get an idea which to use for my low 20's application.

I have anecdotal evidence that using the FP antisurge cover is bad for power with the BBK. One of my friend's had it on his setup, and despite his car having a solid set of bolt-ons and a sound motor, it wouldn't make more than about 430 whp at boost levels where I made 460+ whp. It would be interesting to see you try both.

I started see surge at the front end of the powerband when I started boosting past 28 psi. IIRC, it would surge a bit if I let the boost hit earlier than about 3800 rpm. What you see in the dyno pulls is the earliest I could let the power hit without getting surge.
