I ment to post up on your problem earlier but, I was stealing internet time at work. Anyway I was looking at the wiring diagram for your car and it showed a lighting computer of sorts past the multifunction switch in the electrical series on your year evo, I didn't look at any other years to confirm if they also have them I just assumed they did.
Your going to have to remove the steering wheel bezel to gain access to the multifunction switch or your light switch. I'll look at these diagrams again to tell exactly which wires should and shouldn't have power pending on the position of the light switch. If you do however have power coming from the switch to this lighting ecu/module but not out of the ecu/module that's where your problem lies.

Personally I'd look at your dimmer switch before anything. If you have an open in your switch, then it could possibly cause your lights to be off like that. I'd say do a resistance sweep on the dimmer roller and see what you come up with. It may also be a problem in the light switch itself, or the circuit that controls the lights on the dash from the switch.
