40 to 45 in lbs is the correct torque specs for the Fidanza cam gears. Other brands of cam gears may use different types of fasteners and will have there own torque specs. For those other than Fidanza, you should consult the manufacturer or the place of purchase.
And yes 65 ft lbs is correct for the retaining bolt that secures the cam gear to the camshaft.

I think my AEM cam gears had a sticker that said 15 ft lbs. for those bolts. Obviously, it depends on the brand of cam gears since different gears have different size bolts.

Mine are tomeis and I would think 15ft/lbs would be realistic number for those, what do you guys think? I deffinatly dont want to break screws or undertorque them so the get loose.
Bolt torques are dependent on bolt and thread sizes. So the torque values on one cam gear may not work on another.
Personally, on small bolts, I just torque them by feel. Torque wrenches are not very accurate at lower torque values anyway and is actually somewhat dangerous cuz you can't feel it when you're stretching the bolt or stripping the thread. Just make sure you use blue loctite or equivalent thread locker.
