The thread says flutter at WOT, but then you say it was fine when you gun it in all gears, but it fluttered at cruising speeds once you're building boost in low rpms!? Which is it??
By the way, did the "flutter" stop when you let off the throttle?
he only tried one boost gauge until his last troubleshooting piece was to replace the gauge, when he did that he saw he was boosting way too much.
