Yeah, it's definitely a design problem with the shape of the door. Some windows will actually spin on their horizontal axis to push the front of the glass down further once the rear of the glass is down as far as it goes.

The fact that it's advertised as a feature is just a commodity for car makers to make cheaper construction and smaller cars sound like features. For the most part, you'll notice this is rarely a problem in SUVs where the rear doors don't have the wheel well cutout.
