quick question boost controller related

I just got finished hooking up my HKS EVC V (Black-KPa)
I was confused and set my warn to 158 (about 23 psi) and I tryed to dial in my boost to 22-23, with the knob all the way down I was only holding 15 so about half way I hit about 21. I turned it just a little more and when I hit 22 PSI my car shuttered, kind of like I hit the brakes.
Is that the warning? From what I read its just supposed to beep.
I've read 10 threads about this and I dont really see my answer.
any help would be nice

all warmed up, 3rd gear pull from about 40mph
EDIT: went out again, I was thinking fuel cut, I have a walbro in my room, (I know its not helping anything in there) I was goin to put in this weekend and I will finally be getting my laptop this weekend and getting a tune from 4 wheel slide
more info the car held 20-21 up until about 48-5200 RPM
Still sound like fuel? I hope so I'm running on my low setting at 17-18 PSI until my tune and fuel pump are in.

i just a hallman pro installed on my car, i had a problem with that instant shutter, backfire or whatever you want to call it. i use to get a po234 code, which was an overboost which is maybe what you got when you have no tune or hose incorrect. i set my boost at 19.5 and it holds strong and no more problems.

yea im having the same problem but im spiking at about 27psi.... i noticed it was pinging off the stock boost gauge(1.5 bar), so i installed the greddy electronic boost gauge tonight and just got on it after all warmed up, it hit 27psi then the boost cut happened.... come on everyone, help us guys out
