No, it stabilizes the voltage from the MAF to keep the output to the ECU from going nuts when the BOV vents.

so lets say some1 installs this on a stock car they can put an atmospheric bov on it>? what is its + & - ?

It's supposed to keep the car from stalling but it doesn't really work 100%. VTA BOV's are primarily used on Evo's that don't have the MAF sensor.

Yes you can use that to be able to use an atmospherically dumped bov. If you would like to go speed density then you "might" want to look into a standalone.
