I have a 1000 mile old Bushar 2.3 block installed at the minute. It's 18 months old but only covered 1k from new. Is it normal to use excessive oil? About 1litre every 500 miles?

You're only a couple hundred miles past being properly broken in.

Over here in the UK fellas engines built by leading tuners do not use oil. Even Evos running over 800bhp!!!

It is normal for a new engine to use oil but it should be broken in by now. A car will use oil for three reasons bad rings , bad seals , or leaking oil . things may have not properly seated. Pull the spark plugs out of it and see what they look like.

I did not buy the engine from the US, the previous owner did. Very long story so i won't bother you all with the details. Will check out the rings or seals. Is this a engie out job to replace if required?

 

for the rings yes for the valve seal you dont have to remove the head. If you look at your spark plugs and you have a crusty build up on it then that would be your valves or piston rings.
