Did you not put a new water pump in when you had the block built? I have heard bad water pumps that squeak.

So you're AC compressor isn't hooked up at all? If it is, it may be the pulley on the AC compressor.

You replaced the tensioner or the tensioner pulley? Could be a bad tensioner. Before replacing anything try taking the belt off and cleaning the pulleys and the belt.

I don't like the idea of spraying any sort of lubricant on belts. The most common cause of squeaking belts is slippage. Armor All may make the sound go away but it may also be adding to the problem.

If you sprayed the belt, it's already too late.

Try this, use a wax crayon while the belt is spinning(note ribbed side). Also note: watch your fingers!!!

Note: to be done by a professional grease monkey!!(my disclaimer)

If the sound goes away with the wax, it is the belt.

Then just clean off all of the pulleys with a wire brush and put a new belt on.

Good luck..

I'm not familiar with evo engine, but can the pulleys be misaligned? My Ford Cosworth also makes whining noise and I just noticed that my pulleys are misaligned and I'm guesing that is the cause of my noise.

When you inspected pulleys did you see any abnormal wear anywhere? Try using shop solve or brake clean to clean off the pulleys and see if that helps.
