That's what I thought, so I should swap out my WG/actuator is what your suggesting?

I can't vouch for all 2004 RS's....just mine. Mine is not USDM, so it probably is not representative of the rest. My RS was ordered as a Latin American Market Evo. We have notoriously lousy pump gas down here(89 octane premium). So, I think that the factory may play it safe with the very few Evos that it ships down here and slightly detune them.

I guess that I should have specified that my car is not a USDM version and thus was not delivered with the same state of tune or standard equiment found on the USDM's. It has a recalibrated JDM ECU. My RS came with the JDM RS TiAl turbocharger w/9.8 HS. It also has a factory Anti-Lag system(ALS), JDM MAP sensor, and an RS "short" close-ratio gearbox that redlines fifth gear at about 125-130 MPH.

I shouldn't have generalized! There was however nothing wrong with the boost solenoid or boost control. In my case the low boost situation was remedied by adjusting the wastegate actuator rod.
