slow spool - bad BCS or WG

I was reading through the forum and found the stock 03 evos should be hitting 19 psi at 3500 rpm and taper to 16 psi by 6500 rpm, i've never hit 19 psi at all since I got the car (bone stock, unmodified with 45k) i max at ~15psi

since the mods i've added and still untuned still had same spool characteristics, last week i added short uicp and a licp and got a tad bit faster spool but still not getting up to 19 psi. I searched and found it could be the stock bcs and removed the line to the wastegate and boosted to infinity in 3rd gear (stopped at about 20 psi)

so is my bcs bad or wastegate, or did i read wrong.

You should do a boost leak check.
I think the tune will fix allot of your issues. There are a few good e tune guys on the forums if you are looking for a cheaper route. That would be my next step in the process after the boost leak test.

Install a MBC and also increase WG spring pressure up to 17 PSI.

Mine does similar thing after car went back to stock. Max boost 16 and tapers 14. I had big boost leak from TB seal and Fuel injectors but after fix, still does same thing. I am thinking borrow boost gauge from friend. Mine could be off. What should do next if that doesnt help? Check exhaust leak? Let me know how it goes.

+1 on both. Get ahold of Tom at VRSF (tcompusa on the forum) he offers great customer service and a REALLY affordable rate. Just gotta have some thick skin if you're trying to learn during the process
