/\ Did you start the car while the belt was off to confirm it is actually one of the accessories causing the noise?

No I haven't tried that yet. That will be next. The car will start with the serpentine belt off? Will a tensioner that is too tight whine like that?

Well I just left the auto shop and it is indeed something going on with the power steering. We took the cam cover off and everything in there was fine. I don't understand how the power steering is acting up when I just bought this god damn part!

Sounds like the power steering pump. Remove the serpentine belt and see if the noise goes away. If it does thats most likely your noise.

New pumps go bad all of the time. Also make sure you bleed the pump really good and don't run it dry, and use the correct fluid. All of these will cause the pump to quickly fail.

Hey, thanks for the help all. I'm having the original power steering rebuilt. If that suckers gets slapped on and I'm still whining then I'm going to go crazy.

Okay..... figured I would provide an update. I'll put it like this, if your evo is whining be sure and try the idler pulley first! I went through so much stress cruising around with the whine that I didn't want to drive the car. I was jumping in my wife's corrola, no ****.

I went through 2 power steering pumps! All in all it was a 40 dollar accessory belt idler pulley. I have a youtube detailing the issue/sound. Thanks for reading. HTH

Cool, let me know what happens and if that is the fix for you or not. Trust me a less scrupulous mechanic will use that noise to reel in your dough. I had 2 try to charge me for all kinds of crap they 'said' was the problem.
