Intercooler Spray Tank!!

I purchased my blue evo 04 in August, since then I have never checked up the Intercooler Spray Tank, which I have no idea whether the tank was half full or full. One day, I checked up the tank and it was half empty so I poured water try to make it full but then it started to leak and goes down to half full. It won't fill up to full tank.
Does this happen with most evos?

I wouldnt say half, more like 3/4 it'll start leaking out. At least for me.

there is a overfill hose that leaks it all out. every evo does that.

The top of the tank has an overflow hose. I removed the grommet/hose and plugged that hole with a solid grommet and now I can fill the tank up to the very top! I have had it like that for over a year with no adverse effects...

I actually brought the Evo into the dealer on Wednesday. I figured there was an overflow valve, it just seemed to be positioned really low (at a point where you could barely see water in there). They said the same thing.

Incidentally, if not water, what would one use in the winter?

ya don't use water any season... the purpose of it was designed for washer fluid... water will do nothing but vaporize and won't draw out enough heat

The vaporization actually cools the intercooler. Raising the boiling point of the water (like in coolant fluid) will make the IC run hotter.
