I have never seen it nor used it, but you probably turn it counter-clockwise to loosen it (holds less boost, but surges less) and clockwise to tighten (holds more boost without leaking, but surges more). It should have some markings on it telling you which way does what. My Forge RS has arrows on the adjustment knob...

What is the max safe boost level for this package (assuming 92 octane).

I've got it at 20 now...

Damn! Thought that was the last question but I have another...

This sucker (BOV) doesn't "whoosh". Ever. Not that I mind but I'd just like to make sure it's working properly.

21psi peak is fine for you on 92oct. The BOV shouldn't make noise - that is not it's purpose. It's fully-recirculating, and you have no intake, so it's good that you don't hear anything. However, people driving beside you can probably hear it with their windows down when you shift. You just won't hear it from the driver's seat.
