I have my entire downpipe and cat delete wrapped with the DEI stuff I bought from Pepboys. It works pretty well in keeping the temp from spreading. I did it mainly because the dp comes so close to the oil pan, and I want to control heat to transfer to the pan. Planning to wrap the back section by the diff too. Easiet way is to do it with the exhasut off the car.

Provides a more complete burn by keeping the exhaust temps as hot as possible all the way out. It is basically non noteworthy, however as with any car guy, any bit of anything is better.

I dont know about increasing mileage, but I have read that exhaust will move at a faster rate if the temp is hotter. I ran a dp only for 1 week, and my gas mileage was up dramatically, even with CELs thrown, not sure if it was due to flow rate, but like I said, it's wrapped.

Its definitely worth wrapping the o2 housing and down pipe. As stated above the whole concept is to keep the heat inside the exhaust piping which helps it flow faster through the system. We wrapped my friends megan downpipe because we suspected it to be the cause of a noise he was having at part throttle operation. Sure enough once it was wrapped it muffled the sound and now you don't hear it. So if you wrap the exhaust, expect it to be a little more quiet in car.
I've wrapped the exhaust on a few cars and as long as you do it correctly you can grab the ehxuast while the car has been running for a long time and not get burnt.
Also once its wrapped there is a high temp spray you need to coat the wrap with. This helps it cook onto the exhaust piping and seals it up nicely to keep all the heat in.

I can't remember the stuff I used when I wrapped my mx and sport bikes but it was at least 2500* since those glow red hot. I did have to re-jet/tune after it however. I'm going to wrap mine when I get my turbo manifold in and wrap everything back to the muffler, I hope don't drag it because at the muffler piping I have 3.5inch ground clearance and this **** unravels fast and makes a mess.
