Test confirms boost leak on the TB.
Find a Evo specific shop or take on the job yourself.
I brought mine to my local Mitsu telling them I was not able to get full boost pressure and I could hear hissing (air leaking) from the throttle body, they claimed it was a loose clamp and gave me my car back, but it was still there.
So finally, I brought it to STM for the issue along with some other work I wanted done. Now I am very happy! lol

^^^ There's your how to. Good luck and be careful putting the new seals in. Make sure they go in even. I had to order a new set because mine caught on the TB and rolled the lip over the gasket. Pissed me off
