Help cant figure out problem!
So you have absolutely no Vacuum? That's your problem. Your engine CANNOT idle without vacuum. It's running out of oxygen and killing itself. 
BTW, your boost gauge does read vacuum right? I know there are some out there that don't.

If your needle is sweeping counter clockwise while on the gas (note constant throttle) then you have an issue for sure. That doesn't make much sense at all. How is that even possible?!?

Like above someone stated, anything below is vacuum. If your gauge goes below 0 when you give it throttle then definitely not right.
Did you put everything together or have a shop do it?
Also, you will never see boost when in neutral when you rev your engine. You will see your car come out of vacuum and hit zero.

Well, I told you what the issue is... I just don't know how to trouble shoot 
It can be many things. I would start from basics, spark plugs. If you have misfires at idle then you don't have good vacuum, but you have zero vacuum so it's probably not it.
Also triple check you vacuum lines.
Someone already suggest timing. That could definitely cause poor vacuum. Late timing would cause poor vacuum, but you claim you have zero vacuum so....
Hopefully someone else can help you out more. I would move this thread into the engine section.

I suspect the big EGR tube in the intake manifold is not capped or connected properly. :}

Think I already gave up, in the process of making plans to ship the car to AMS and they will take care of the rest. I was scheduled to get tuned there anyways.
