It will take a while to start. Help!

So my '03 evo 8 will take a few minutes to start it sound like is the starter but I replace it with a new one but the problem continue. You turn the ignition and sound like tac tac tac until it acctually crank. I cahnge the battery terminal also battery test out good and when you crank it the lights on the dash will stay on at all times. Has anybody here had a similar issue like this before that can point me on the right direction. Any replies will be appreciated.

Check all grounds, make sure they are clean and tight. Also you can check the resistance in the wires...How many miles on odo?

Where and what battery setup do you have? Is it stock location (big or mini battery) or remote mounted?

After I check for bad grounds and not founding any bad one I took it to test the battery again this time it came out that it was bad. I change it and problem solve. Thanks every one for your comments.
