First run was 16.4
Most runs we're in low 14's

Oh the feeling of driving a 12 second car a full second slower.

It's your clutch and you just need some more practice. I'm running an ACT in mine and I have the lockout issues, if I try to shift above 7k. I ran a 12.5 at 110 I think. Could also have a lot to do with how well you launch your car.

Shift point varies from car to car but generally you want to shift when the power starts to fall off. On the stock turbo this is around 7200-7500 depending on your setup.
That's when I shift on my ACT clutch and have NOOOOOOOOOOO issues.

Are you running an MBC or electronic boost controller? Also, what BOV are you running? If it's falling off that bad you probably have some boost leaks or your BOV is leaking. Depending your boost control set-up, that could also be part of the problem.

It's a hallman mbc and bov is oem metal one.

I'll do a boost leak test sometime. Need to research on DIY for it.

I know a lot of people run the metal OEM BOVs but I personally haven't had good luck with them. I noticed a huge difference when I switched to the Synapse. Boost definitely feels like it comes on faster between shifts. Also, the stock BOVs, whether metal or plastic, tend to leak past 24-25 psi.

The Hallman MBC is good and should be helping with spoolup so you probably have other issues.

What under hood bushings you get? It help with shifting?
I know that oem o2 housing and Licp are very restrictive. So those are on my to do list.

Would I know if bov leaking during boost leak test? Or do I just need to try other brand?

You might be able to hear or feel leak during the test. The main problem that I had with the stock BOVs is that it felt like theyweren't closing fast enough when I was driving and that's something you can't check during a boost leak test. But that was another difference I noticed after changing to the Synapse. My AFRs used to go really rich between shifts and that problem is much better now.
