In that pic that connector looks like it has some bad corrosion. That will need to get cleaned up or better yet just replace that connector with a new one. Its pretty straight forward so long as you can find one from the dealer or a used harness. How does the other connection look? So long as the connection at the headlamp assembly are good then all you will need to do is put a new connector on. I doubt that the leveling motor is bad.

Both parts have a lot of corrosion. I don't know with my luck if I could find another harness though. Ill take it off and clean it the best I can but I doubt it will work.

If by the off chance I find some one parting out their car or something I'll get it but I doubt Ill find one. Does mitsuparts stock this? The nearest Mitsu dealer to me is about 1.5 hrs haha.

I have seen some members unplugged harness on purpose because low beams move up and down by itself due to a bad leveling motor or bad manual adjustments. Hopefully nothing major. It could be a harness. I would bring it to local mechanic and see what they can do about it. Good luck and keep us update.

My guess was it was unplugged on purpose.

According to the manual, it is plug A28

(spare connector for Fog Lights)

My guess is it is a spare connector

Huh, never heard of that! I have an 03 if that applys? I'm guessing it was unplugged on purpose as well. There's no other reason to unplug it I feel like.

That link did help though thank you. I'm gonna plug it back in for now, adjust the lights manually and just forget about it. If I come across a harness then I'll fix it otherwise I just dont care enough haha. I don't need to adjust my headlights more than once, ever.
