Overboost problem. Searched still can't figure it out...

So got my car is overboosting when its tuned for 22-23 psi but goes way over to almost 30 psi after 4-5k rpms.

Thought it was the actuator. So replaced with brand new turbosmart 14psi actuator. Still overboosted.

Hooked it up straight to the actuator and by passed the boost controller. Supposed to stay at 14 psi but still overboosts.

Replaced all new boost vacuum lines. Still overboosts.

What else could it be? What else could I check? This is driving me crazy and can't figure it out.

Mods:
O2 housing, dp, resonated tp, cbe
Ets intake with maf adapter and k&n filter.
3 port Grimmspeed ebcs
3 port map sensor
Turbosmart 14psi actuator

Just running wastegate pressure and you are boosting 30psi ??? You sure its not just the boost gauge ?

Exactly. I thought it was boost gauge too. But when logging the load was high as it was overboosting so can't be it.

You could have a leak between turbo boost source and WGA. Have you done a leak test to check? That would be the first thing I would do to troubleshoot.

Have you tried lowering the load for the 3 port ? Also you said you replaced the WG, where able to move the flapper by hand ? Any chance its getting stuck closed!

So I logged it today since roads were dry. 3rd & 4th pulls while overboosting. (Brave I know) evoscan with JDM Map Boost and it showed 23 psi peak.... would that mean bad boost gauge?
