It sounds like whoever did the installs has no business installing things. These cars shouldn't make weird sounds or do weird things when parts are properly installed.
The Evo has been out for almost 15 years now in the USA. Find somebody that knows what they are doing.
Cleveland is 45 miles from Buschur racing, why don't you take the car there?

i cant name names. However. Using that logic: I did mention that I had my car tuned, and just picked it up......aka.......from a place 45 minutes away.......They had it for two months and couldn't figure it out. Since they couldn't I feel like I'm out of luck and on my own figuring this one out

can you give us some more info... do you have a power curve chart? Was the car leaning out or other fueling issue? You mentioned tbody seals leaking.
I've personally seen a 70whp gain from replacing tbody seals. Of course your experience may vary but making sure everything is tip top is always a good start!
have you triple checked timing at the crank and gears?

Take it back to this shop that is "45 minutes" away and tell them to fix your car. If it was dropped off in good running condition, there is absolutely no excuse for it to be returned in worse condition.

Afr 10 and below are very, very rich... You are loosing alot of hp there.
Regarding the rattle noise, they may fool the knock sensor believing it is knock and ecu pulls timing and add fuel to save engine, but I believe the tuner should have noticed this in the logs...
What turbo do you run? If you are only boosting 14 psi ( about 0,9-1 bar) I dont believe you can expect to much hp.

Can't tell much from those logs because no wideband.
Timing looks decent at WOT. Trims are bad overall. Knock at WOT doesn't seem so bad.
What does the car run AFR at WOT?
Here are your WOT logs uploaded to Datazap:
