Can I simply upgrade HID bulbs?

Intensity Measurement

From the manual:

"
Intensity Measurement

1. Set the headlights to high-beam
2. Using a photometer, and following its manufacturer’s instruction manual, measure the headlight center intensity and check to be sure that the limit value is satisfied.

LIMIT: 40,000 cd or more {When a screen is set 18.3 meters ahead of the vehicle}

NOTE: When measuring the intensity, maintain an engine speed of 2000 r/min, with the battery fully charged. There may be special local regulations pertaining to headlight intensity. Be sure to make any adjustments necessary to satisfy such regulations. If an illuminometer is used to make the measurements, convert its values to photometer values by using the following formula.
I=Er2 where:
I=intensity (cd)
E=illumination (lux)
R=distance (m) from headlights to illuminometer

They both can be used the D2S is a drop in the D2R requires mods to the burner housing.

Is it possible to replace the fog bulbs or the high beam (HB3) without taking off the bumper?

Yes. It takes some hand twisting, and you'll have to remove a small reservoir tank (one bolt) to get to the passanger side highs. BTW, fogs are H11 and Highs are 9005. You can buy both at http://www.europeanautosport.com/evo.htm. They look great .

The 5.8k AdvancedOptik HID upgrades are soooo nice
Thanks to EuropeanAUTOsport I now have a nice purple shine

Here's the only pic I took that catches the purpleness (it's not easy to capture light):
