Why are you even considering this car? Walk away from it regardless of how cheap they might be selling it. This car is only going to cause problems for you and 6 months down the road you will wish you never bought it. So, do yourself a favor and tell them no thank you and go buy a car from a reputable dealer or from a seller here on EvoM.

Buying a used evo is already risky business. Buying a repo evo with no history and won't even start is just plain stupid.
