car whistles @ idle and while moving.
if it sounds like a stuck pig, and happens at the slightest acceleration, it is an ICP. Check all the t-clamps and make sure they are positioned right, not just tightened.
if it is just while cruising with the driver window down it is the side mirror. mine does this to.
