I know this might be crazy to say but, California currently is nothing like 1930's Germany, whatsoever. I know, crazy. I guess if you don't agree, read some history books.

i got pulled over once for tint. i run a ti-c catback and going with o2 dp and test pipe! i never get pulled over for exhaust. the cop that pulled me over for tint got all wet and sugested i take my x to car shows! lol he just gave me a warning
Dude, it's really not that big of a deal. A "fix-it" ticket is like $10 plus $15 court fee. BFD. C'mon.
I was pulled over by a motorcycle CHP in June going about 95 mph. It was 1AM and I actually sped up thinking it was some crotch rocket wanting to buzz me. Oops. I was polite while the officer was writing the ticket and got lucky and he never turned it in, saving me about $450 in fines. California ain't so bad.

you forgot the HID-compliant refraction housings before projectors became more widely used. for example, the is300 has factory HID, but it's a directional refraction housing. specifically, the lower half of the usual spherical reflector is flat, to minimize glare.

This thread has reached its ultimate conclusion/ advise for BKevoX. Specifically, go to court and fight the citations for both R bogus. The HID are OEM so U R compliant. The exhaust is also compliant, assuming the dB level is at or below the 95 spec as SOHCPunk points out.
I wish U would fight it for all of those EVO owners who R in the same boat...they meet the reg's and, therefore, should not have been pulled over. If more of these cops get caught in this situation, in court, pulling over cars that R legal, they will become more cautious in the future...nobody wants to look bad in front of "The Judge"! So a win here will probably reduce this from happening again.

There are cars running that power that can still "pass" smog since they can't put them on the rollers.
OP (and everyone else for this matter), if you have a CATBACK, it does not modify emissions therefore has NOTHING to do with CARB exempt parts. The only law that you are bound by is the noise restriction. If your exhaust is below 95db it is legal, UNFORTUNATELY, it's to the officers discretion as to if he thinks it's too loud given the fact that he doesnt have a method of testing the levels in the field. Just keep the exhaust on, go to the ref, pass the 5 minute test, pay the $10 and when he gives you the cert saying you're good to go, move the hell on with your life.
This rule does not apply with ANY testpipes or unapproved HFCs, so YMMV.
I have had my car since it was brand new (4yrs) and not ONCE have i gotten a ticket for my catback or turbo back exhaust with no cat. If you drive like a jackass you'll get popped.
I got pulled over in Clifton, New Jersey on RT.3 once for having my plate on the inside of the windshield.
the officer made me remove it because it could decapitate the passenger if I was involved in an accident. thats what he said.
my wife was sitting in the passenger seat at that time when he said that, you should of seen her face. LOL (I attached it to the passenger visor the next day)
he looked around and couldn't find anything else to say, keep in mind my car was running the whole time with a nice 4" Titanium Tip exhaust singing away. LOL again!
