Never understood the complaint on mileage with the Evo's. I'm stage 2 with a Cobb OTS tune so it's not perfect.

I average 26-27mpg on the highway and 21 around city. I drive about 2 hours a day so it averages out to about 24 or so. I wish the gas tank was a few gallons bigger as I usually have the light come on around 270 miles driven.

My 4Runner gets 20 avg if I'm lucky and that's what the equivalent would be in a JK Wrangler.
