I believe they made an allwheel drive non-turbo 4G63 than went in the Galant.

Ya, some 1G's came with non-turbo 4G63s, although they did have different heads IIRC. The non-turbo 2Gs were all 420s which were also dogsh*t

I dislike street racers... 11s on the street usually equal 13s on the track, so you should be fine with the mods you listed.
What have you tracked it at stock? That might give you an idea what you will need to get into the 11s. If you are doing 14s, you'll need alot more then what people are listing.
