Yes, it will. I put my car title in my father's name and the insurance is through his insurance provider. For Comprehensive insurance (only thing not covered is if the accident is my fault) my insurance is $325.00 per 6 months.
and that it your weekend/second car!
Get on family insurance and put your mom or dad as an "or" on the title.
IE it should read "Bob Stevens OR Jim Stevens" That way if you sell it or trade it in they don't have to sign the paperwork too, but for insurance they can be considered owners... Its what I did with the Evo and the Porsche, and I pay ~650 every 6 months.
Then, depending on your agency, there should be at least 2 or 3 things you can do to lower the costs again, if not more. I have safe driver, good student, and some weird annual test thing basically a defensive driving test, there's tons of stuff usually.
