If you have $2,000 to spend you can afford cams, springs, retainers, and a retune. Kelford 272/272 have proven to be, arguably, the best for Evo 8s. Adding cams will probably bring you up to 330-340ish awhp. After cams, springs, and retainers you will be ready for a turbo upgrade at any point in time. In which case I suggest for you to also upgrade the O2 housing and exhaust manifold.
evo 8s seem to make more power on 280 then 272 if your going big turbo; evo 9s are different due them copying the hks design and mivec changing the duration on the intake side.

Cars a dd...83k miles right now. In regards to a big turbo im not looking to do a big turbo im looking for 400 hp maybe 450. Any ideas on what the car will be putting down with cams retainers springs evo 9 turbo. Im getting different answers here too with 272 or 280 which one is the one to get?
if ur car is a dd def go with the 272's with retainers/springs... as for a quick lesson on turbo's 03-04 evo8's came with a 9.8coldside housing... 05-06 came with a 10.5coldside housing
(with the evo 9's housing being slightly larger than the 8's) that being said... a e85 tune using a evo9 turbo u should see gains of upto 375-400whp (depending on how aggressive the tune is)... if ur riding on stock clutch u might want to start looking into that...
