The 1st and 2nd gear ratios in the EVO do not create enough load for the car to reach full boost. This is a fact for any car. Since boost pressure is a measurement of restriction (how much air is NOT getting into your engine), the turbo needs load and time to be able to create higher pressure. Make sense?

Take care,
Christian.
