possibly superdumb question

i just bought an 06 evo with an ssl package from a used car dealer and its beened tuned i think since it has a tune shop sticker. My friend has a turbo diesel with a chip that changes his engine performance for towing, highway, city and smoking tires can i get something that can change a tune to different settings so i can run lower rpms on the highway for better fuel efficiency i have a 5 speed btw

Use Search and try the following things.

ECUFlash <--- ECU Reflash Software
EVOScan <--- Datalogger
Mitsulogger <--- Free and good Datalogger
Tephra 7 <--- ROM MODS!!!!
Wideband o2 <--- Must have for tuning
Timing vs. Boost <---- The Constant battle.

That should keep you busy for ever.

And no, you can not change your crusing RPM unless you change the final drive ratio by swapping the transmission diff gears.

It's only dumb if you go on thinking that you can't, or thinking that it's as easy as changing a chip.
Yes, you can change your tune, but it will require some reading and learning.
Here is the reflashing (ecu reprogramming) software;

Here is the logging software to see how changing the tune effects the car;

Cables to the laptop are available though both of the sites above.
