Should be the same place as the 02-03. Under your rear-seat you'll see a black plate. Remove the plate and now you see the fuel pump. Lift the fuel pump and now you see some sort of tea bag. That's it. There is your filter

I think is just comes off of the fuel pump. I know im my 02 that would be under the rear seat, under alittle black square piece of metal that you just need to unbolt and then you can see everything but i dont know how the fuel system changed from the 02's to the 04's.

So your saying remove the bench part of the seat and remove the black square and then you will just be able to pull the fuel pump out or will you have to unbolt it as well. Someone said my fuel filter could be clogged and causing my bad gas mileage so I may replace it.

It's REALLY unlikely that your '04 Lancer has a clogged fuel filter. At MOST it's been driven for about 2 years, and the amount of crap that could be clogging it is minimal.

One you remove the seat and remove the metal cover. YOu are going to have to remove the medal plating and then pull out the entire setup. Make sure you mark the metal plate so that reinstalling is expedited.

Well I have tried everything else to get my gas mileage back almost. Next step is fuel injector cleaner to see if that works.
