Washington state has some of the worst rainstorms year round and unless you don't drive it in the rain then you have to be careful not to hydro lock your engine. I agree with that, also why put the filter so low, I know it's cool and all but your just delaying the time the air gets to the engine, I did a custom intake and it's short but not too short which personally I think is the best way to go, so that as soon as the air enters, it's only going thru the intake for a brief amount of time

The difference is negligible and the extra power gained from cold air likely makes up for. Keep in mind neither will give you a noticeable increase in power.
