Official TSB on 2008 Lancer's no-start problem

I just found this on my All-Data system at work:

TSB-07-13-099 - Possible no start (DTCs P0657, P1590, U0101, P0201, P0206)

Cliff notes:

The customer may complain of a no-start condition, however, dealers may find it difficult to recreate. The condition is caused by condensation freezing inside the relay, rendering it inoperative.
Fix: Replacing four relays with a modified type


The TSB is listed as "Electrical - No Start in Extreme Cold and or Multiple DTC's"

Mine does this even in warm weather conditions, but hopefully this is the fix.

I'm sorry, I don't know what TSB is and I'm thinking it would answer this question, but does that mean if you took your car to any shop for the problem, including non-dealer, they'd know what you were talking about and be able to fix it?

As said, Technical Service Bulletin.

No, this is a item. They should fix your car for free (under the warranty).

Unhappy Hi

Hi All,

I am new here, and just got the GTS on the weekend. And, I got the starting problem already .

I just wonder, did anyone got the new relay installed? Did it fix the problem?

The funny thing with me is, I have no problem starting in -20C. But, I start having problem when inside a heated underground parking +14C

Mine wouldn't start today. I know it's -29 right now here in Winnipeg but the car won't even turn over to the engine. Even worse, I took it to the shop last week to get the throttle sensor redone. They said they just replaced four relays to fix that problem, but now I got this... grrr... This sucks!

my dealership said that they haven't heard of this TSB. shouldn't they be able to look it up if i give them the number? (07-13-099) or....?

this problem has happened like 7 times since beginning of sept (when i got it). it's kinda annoying and embarrassing.

Damn man... 7 times? And I thought I had it bad with 3!

I also think my dealer is not 100% aware of this TSB. They did mention replacing the relays last week in my car, but I doubt they put in the modified one.

I did manage to find scans of the TSB off another mitsubishi forum. I downloaded the images and printed it out and show it to them when I pick up my car. It also shows what the modified relay is supposed to look like. Here's the link to the images from the other forum:

By reading that, it looks like the number is actually 07-13-09.. but maybe its just me.

I have the TSB as being 07-13-010 on AllData.
