I have seen this issue and it is not well documented on many cars. If you have any of the high mounted stop lights or brake lights burned out the cruise or even the ABS system may not operate. If you have any LED's installed in these lights that can cause a problem also. The ABS system must check the current draw and shut things down if it doesn't match expectations . I am not sure if the Evo does this but I have seen it on a ford truck and a Chevy Camaro. Easy to check and fix if that is the issue.
