Are you using stock bulbs?

Aftermarket bulbs, especially those made by crappy companies could have defects like this, where one filament is wired to the wrong terminal.

If you're using the stocks, it's time to check all connections and fuses. Then, its dealer time.

If you're using Eurolite, that explains it right there.

putting the original bulbs or known good ones in should fix the problem,

it is a double paralell circuit. each head light is paralell to each other and the high and low fillaments are parallel two each other, you porbably have a low burned out on one side and a high burned out on the other.

very common w/ crappy low end aftermarket bulbs

contact PIAA and send them back.

also: ATTN! ATTN! when installing new bulbs do not handle glass bulb with hands to ensure you are not leaving any oil on them. this will cause pre-mature (get your mind out of the gutter)
burn out.
