Cams put you in SM. Typically if you start modding a car, you're likely to get dumped in SM. Good news though, not sure any porsches fit in SM. They go to SSM.
Bad news though, You need 285mm tires min, 315s preferred, 500+ hp, Aero, and a big budget for replacement parts

SM is a serious class when you get to the national level. Well, all the classes are, but SM requires a lot of money invested in the car, and spare parts. ASP is much better class for the Evo if you want a fast car, and have a more normal budget. You can run the stock turbo with Boltons on E85 for ~400whp, Tires are pretty open, you can run coilovers, etc..

Also consider you can just build a cool street car and run whatever you want and still play. Odds are, a well setup streetable car on some 255 Hoosiers will still be fast. Might not keep up with the few of use dumb enough to prep an AutoX only car but the reality is you may only be 1-2 sec off pace.
i havent seen e85 in my area. i see it in md and pa. as for bolt ons, intake, full exhaust from turbo back and bov. and dallasj it does still have to be streetable. if i can ever afford to make it full race that would be awesome but id have to do alot of racing lol. i hate driving any other car especially my fiance's civic.
^Huh? An R888 isn't gunna win you any races in SM unless you're an alien or the rest of the group sucks. If youre tying to get out there to have some fun forget about R comps and get some seat time in.
Yeah back when I went to school in DE I would go to the station in Bear but that station kinda sucked and I'd often go there and they'd be out. The next closest for me wasthe station you mentioned I believe the address is 1130 Baltimore Pike Glen Mills, PA 19342. I forget if it if it was a Sunoco or Exxon...But they were solid at least so thats probably your best bet.

Not as much as you'd think. There are some pretty open classes to run in with road clubs. But for the cars sake brake and cooling upgrades become the focus for survival.
Also, you're thinking about it all wrong. Cant go into it thinking if you spend enough money you'll have a chance at winning. It takes years to really develop into a good driver. Likely it wont matter and you'll get passed by stock BRZ/Miata's with 1/3-1/2 the hp because they've been doing this for a long long time.
What you really need to be thinking is "how do I get more quality seat time?" Just doing track days with putting around corners and holding full throttle on the straights wont get anyone anywhere. Doing schools (Both Autox and Track) will be huge in the learning curve sense.
I know too many people that gave up after a while because they couldnt get on top of guys who have been doing it for far far longer. Instead you really gotta find what you like about the sport.
