daily driving? yes. the mr suspension should be more streetable, definitely more comfortable.
track? no way. the kw v3 is regarded as a quality performance coilover. even if you did a good spring and revalved the bilsteins, the KW should out perform it.
these should be pretty similar to in performance to your AST 4100s but i think your model maybe chris spec'd!
(note, if i am buying new i would buy AST too cause they are in plano).

$1,500 is a nice start. What do you have so far?

You have a decent list already, $1500 would get you a turbo, but not the tuning or supporting mods. How about a LICP, 3-port BCS, ported exhaust manifold, ported intake manifold, ported throttle body, and a retune?
That should land you under your $1,500 mark with plenty leftover to pay for some installations or bribe friends to help with beer/pizza.
Or you could take the suspension route with some swaybars, lowering springs, roll center kit, an alignment, and some new brake pads. Again, well under your mark.

If you do all the things I listed then yes, you will need a fuel pump. A fuel pump alone will not add power though and is only needed when you start making more power. An intercooler is also a great idea! I'm not sure how I forgot that on my list. You would definitely benefit immediately from an intercooler...maybe do the intercooler, piping, a 3-port, and a retune.
I simply grew tired of the constant maintenance and never ending bottomless pit of needed modifications to make the car what I wanted. The evo is going up to EvoD this weekend to get put back to bone stock and is then being sold.
The only thing I would change from the factory is the lack of power, but I was more than fully aware of that before I bought the car. My buddy from high school had the first BRZ in the state and I was able to drive it around months ago. I am incredibly happy with the change.
