Does Pierce County do emissions testing? (Smog Check)
Do they actually plug something up to your exhaust like in California OR is it just a OBD2 reader?

^the person doing your emissions testing will likely even joke with how there is no way your car will pass...as it passes (assuming you are tuned properly).
you of course realize it isn't Tim's fault, but the media's fault...

It's time to change my oil but now I don't have a garage i can fit the car into. Looks like they got good reviews on yelp and only charge $10 for 30min shop time for oil change.

There are (were) occasional pop-ups of 93. There was a Shell station near i-90/i-405, and a Chevron near i-5 by a movie theater called Cinnebarre. I think they both stopped carrying it. The 92 grade around here is very inconsistent, so I wouldn't get your hopes up.
