Not to contradict either of you guys but I am a bit inclined on Warrtalon comments a little bit for the simple fact that it truly takes great effort, great power, and great driving skills to just shave tenths of seconds on the 11's.
I am not saying he can't make it, I am with him and I support Superscout03 I am just saying it is not easy. Me and Warrtalon we are also moderators at evolutionmr.net and we can tell you that it took over a year to break in the 11's on any Evo MR.
Never under estimate your skills but neither take the low 11's for granted, it is a tough task.

Superscout, if anything, shifting at 7800 in those lower gears is what's hurting you. YOu should be shifting around 7000-7100 in the first 3 gears. There is absolutely NO reason to shift at 7500/7800/7800. Our power drops off significantly after 6800. Waiting that long is a waste. If you shifted at the proper point and got a really good 60', you could hit 11.7s with that mph. Remember that with the same gearing, I hit 12.000 @ 113. Before I raised my rev limiter, I hit 12.01 @ 111, but that mph was low because of the rev limiter.
As far as low 11s, yes, it's extremely difficult at this level, not just low 10s. It's going to be much harder than you think.
