I recomend 20.5 ACTUAL boost peak for pump gas mail in tunes

if you maintain that level of boost with the way the stock ecu works i think it would be very hard to hurt anything even if you tried

With custom tuning when i can check everything and we see how the individual car is running I go to 22 psi spike often - if the fuel supports it

Again it depends on how your car is tuned. I run 22-23 psi on 93 octane, but I can guarantee that means that I'm running less timing than someone boosting to 20-21 psi.

Yea, but not when you dont retard the ignition timing a little bit. Different tuners have different approaches to tuning I think.

That isn't unusual or the problem: Here is a graph of boost on a car that did 11.9 at 115 in the 1/4 mile with boost set at its maximum level. As you can see, the boost dropped to 17psi at 7200rpms. This car did 372whp/357wtq on a dynojet:

Yeah, if this tool can do an 11.9 at 115 mph, just think what a real driver could do.

I should be holding 18.5-19PSI till about redline if im spiking at 21-22 with my setup...i shouldnt be dropping to 16-17 strating at 21-22PSI becuase that is a HUGE drop which would make sense in my lose of power

Wrong,
Then how do you explain an 115mph Evo that peaks at 26.5 and tapers to 17psi? Boost taper is totally normal in stock turboed Evos. That is not your problem. Do a search.

Ok,
Here are a few links to stock turbo Evos that show boost levels in the range you are talking about and there is nothing wrong with their cars:
1. https://www.evolutionm.net/forums/sh...d.php?t=188930 Taper to 16 psi
2. https://www.evolutionm.net/forums/sh...d.php?t=180886 Taper to 17 psi
3. https://www.evolutionm.net/forums/sh...d.php?t=180889 Taper to 17 psi
4. https://www.evolutionm.net/forums/sh...d.php?t=180883 Taper to 16 and 17.75
5. https://www.evolutionm.net/forums/sh...d.php?t=181032 Taper to high 16 psi

So you know, I just took the first 5 dyno charts I could find off of the only dyno on Evom that regularly logs and posts boost levels. Take it for what it is worth and good luck finding out why you are making less power than you should be...
