Evo 9 MR fuel problem

Im posting this for my bro. He really not a car guy but wanted power so he installed a bunch of aftermarket parts to make his car faster. Turbo, IC Inj, pump, fuel rail, some coil thing. etc... Now he having problems with his fuel management I assume. He brought his car to some evo specialist and they couldnt find the problem. He was describing to me that its way to rich at idle and gets way lean while driving. He has some type of engine management which I forgot and switched it out to the stock one. It still has the problem. Tried switching out the injectors to see if those r bad not the problem. Also changed 02, switch coil packs. Almost everything but still have find the problem. Any suggestions. I know this is vague but thats all I can remember with his setup.

For the last time I drove it, it sputtered in the beginning and would be able to drive after 3k rpm. Im not Evo guy I drive a DSM so it kinda felt like the duty cycle was off. But they said it was setup for his injectors. I have no idea wat it could be maybe its a EVO problem.

my IX MR would barely even drive with a massive boost leak. Make sure your plugs are all ok and the coil packs are functioning correctly. Also make sure the tune is correct.

If you take them an evo with those basic mods, and they cannot discover the problem, they are not an evo specialty shop.

It should not be this hard to find the problem. Do a boost leak test. If that checks out, it's probably fuel related. Check pump, injectors, or whatever you havent checked. If you cannot narrow it down, take it to a real reputable evo shop close to you. The spark plugs are probably indicative of your problem.
