You mean exactly the opposite of what you are stating, right? Keeping the wastegate flapper valve shut and tight on its seat will net the quickest spool, right?. Whereas, keeping the WG open wider and longer will give you the laziest spoolup.

A good tune will help spool as well as decreasing air flow resistance of the intake and exhaust. Air filter, turbo back exhaust, MBC, and self tuned nets me 24psi under 3k rpm on the stock 9 turbo.

That right adding timing will help it spool but not so much that knock is introduced. Best to tune this on a dyno for max torque in the middle and max hp up top.
