I'll be looking into Chad's suggestion as well as trying another radiator (either CBRD's again or ToxicFab).

Did anyone mention water pump? Have you checked flow from that ?

HAven't checked water pump. Its got maybe 3000 miles on it so I never though to check it.

I do wonder if you used an oem water pump or aftermarket, and is it possible there's a slippage on the shaft either internally or on the pulley itself?

It runs cooler stopped cause the fan runs under 25mph (on most cars) so I think you need to promote airflow across the radiator. Throw some small 1" air diverter plates on the sides of the setup and seal the condensor core to the raditor core and it "should" improve.
To check my theory, override the fan relay with a jumper and take it for a cruise, logs temps and see if the fan helps while on the highway.
