Ok it sounds like something's ****ed up bad! Your running lean and your boost gauge is reading + when it should be -

Don't go into boost anymore or you risk blowing up your ****!!
Drive her slow and make a tune appointment fast!!!

I thought on the wideband the lower the number the richer it is.. and on the low boost. Could my oem electronic boost controller be bad?

Your punctuation make this confusing. -20 vac/14.6 afr @ idle and 10-11afr at wot is normal. If that's what you meant to say then everything is fine. Also yes, the lower the number on the wideband the richer (less air for a given fuel value).

There's no way of knowing without looking. It could be stock boost controller and the previous owner backed out the wg preload? Maybe you just have a leak somewhere? You'd have to look and see what's going on there.

If your licp is leaking at the jpipe, that can be a huge leak. Definitely get that checked out ASAP.

13 psi is waste gate pressure. It could be that your stock solenoid is bad or not hooked up right. If there are any Check engine lights on get it checked out and see whats up!

I am not so sure that I agree with the generalization that 13# is WG pressure. Sure, his WG may be adjusted to 13#. But base spring pressure on an MHI 16G VIII with a stock actuator is in the 10-12# range. If he is seeing 13-14# then it is preloaded a bit.
